Does anyone know of a mailing list that emails the daily Federal Register
Table of Contents and is more reliable than EPAFR-CONTENTS2?

I have been receiving the TOC late or not at all. I don't want to pay for
WEXIS and I would prefer not going back to downloading it every morning
from GPO Access.
