CD-ROM Charge-Back Summary

I had inquired about charging back for CD use and was asked to summarize
my responses for the list.

One firm charged only for time spent using the CD or Internet but also
included a charge for printing. Another firm is not charging for CDs on
their network and their Systems people are reluctant to mount a tracking
software for fear it will cause problems on the network. One more firm
bills back only for TradeMarkscan because it replaced accessing an
online database. It contains it's own accounting software.

The answer I got most often was that CDs are looked upon like books-type
overhead People charge for research time and not for the product
usage. The question of billing for time on them when time is typically
not an issue with CDs or Internet sites is problematic.
