West has a similar practice regarding annual Michigan Child Support
Formula Manual copies. They used to be included as a supplement to
annual softcover sets of Michigan Rules of Court at no extra charge.
Last year West charged us $3 per copy, shipped them before shipping
the court rules, and generated a lot of queries from our attorneys why they
got them. We requested return labels and sent back over half of them.
This year West charged us $9 per copy, shipped them before shipping
the court rules, and we refused delivery on most of them. When we called
to adjust future quantities, the rep insisted they were included in the rules
sets, but backed down after learning the invoice history.
I am curious if they do this with other annual court rules related titles.

unacceptable. They did this last year, too, and to considerable uproar. If
I recall, the official excuse then was that with the merger so recent, the
company simply didn't know that customers were getting multiple copies,

over and above the subscription. It seems to me that we told them pretty
emphatically last year "don't ever do this again." If this were a lesser
publisher, I'd expect that our association would issue some kind of
statement
