looking for U.S. tax summaries

I have been asked to find a short (25 - 45) page pamphlet or article
summarizing U.S. tax law for foreigners, and also to find a
similar-length discussion of U.S. taxation of foreign investment in the
U.S. (not Americans investing abroad but non-Americans investing here).

I know of the Price-Waterhouse Information Guides on each of these
subjects. Can anyone recommend anything else as good or better?
