I checked the GAO website, and found that your GAO report is NOT available
in electronic format. It is only available in hard copy. See
http://www.gao.gov/AIndexFY97/searchpg.htm. I had to use the title you
gave, rather than report number.
     
Concerning Congressional hearings: It has been my experience that very
few of the ones I need are online. The best place I've found to look for
them is the House of Representatives website:
http://www.house.gov/CommitteeWWW.html.
     
I took a quick'n dirty peek (all my "assistant*" would permit) and didn't
get very far. From what little I saw, I THINK committes provide only
information from the current (105th) Congress. The information you need
is from the 104th:
        Jul 25, 95: Committee on Governmental Affairs; Senate Subcommittee on
        Oversight of Government Management. Hearings held. Hearings
        printed: S.Hrg. 104-363. I got this info from Thomas.
     
Perhaps someone else can suggest somewhere else to look.

P.S. I believe that S.946 (popularly called the Clinger-Cohen bill) was
enacted as Division E of the National Defense Authorization Act for Fiscal
Year 1996 (PL 104-106). Division E is entitled Information Technology
Management Reform Act of 1996. I can't remember exactly how or when it
got incorporated into the appropriations measure, and Simon wants to play.
I knew this because it took me a long time to track this down when it
originally passed.
