ABA Compromises on Pay to Play

Because I know listserv subscribers at firms with muni bond practices
have been closely following this, I wanted to pass this along:

The American Bar Association's policy-making House of Delegates today
refused to urge states to prohibit lawyers or firms who donate at least
$500 or solicit at least $3,000 for municipal candidates from working
for that municipality for two years.

The proposed pay to play ethics rule had been recommended by a special
ABA Task Force, and was similar to a rule proposed by the City Bar that
the Administrative Board of the Courts is considering adopting in New
York. In a compromise resolution adopted today, the ABA House
recommended
only that such a prohibition on representing municipalities should "be
considered" by state disciplinary authorities.
