Thanks to Beth Mrkvicka, Mark Zaleck, and Jeffrey Berns for their recommendations. I called the State Department, Treaty Affairs Office and they gave me the information I needed. Neither the U.S. or Germany are parties to the Convention, just in case anyone was dying to know! :)
