Hello Law-libbers and a happy 4th (almost!)

I am looking for an FAA Chief Counsel Opinion, dated 7/89. It has to do
with 14 CFR 91.501 and flight departure companies. An Attorney named
Craig Weller wrote to the FAA regarding this mater and this opinion is the
FAA's disagreement with Mr. Weller's (no relation) findings.

I have checked Westlaw and Lexis, the FAA site on the Web, called the
FAA and have been getting the runaround there. Anyone have any
suggestions?
