Problems Searching Federal Register and Unified Agenda through GP O Gate

Please correct me if this is the place for this note:

A library patron wanted to about an MCS-90. He knew that it had
something to with highways.

We verified that it was not part of California Highway law by checking
the CCR, Codes and DMV manual.

I told him that to the CFR might have it, but we would have probably
have to go on LEXIS.

I went on the web and fooled around through Altavista and found on
unofficial site that indexed the term MSC-90 in the Federal Register on
Aug. 26, 1996.

I tried to update the proposed rule using the RIN number ("RIN 2125AD91"
n the GPO Federal Register and Unified Agenda. I got nothing, but did
get results using the CFR section.

What was I doing wrong? Are RIN numbers not indexed?
