        After doing some preliminary searching with the resources at
hand, I have been asked to find a publication(s), newsletters, etc. that
would discuss issues revolving around "duty-free shops" and most
specifically dealing with tobacco products. I have found independent
articles, most referencing legislation from 1997 that mentions
regulations pertaining to this or are listing of locations of
"duty-free" shops, but it does not go into a lot of discussion. Any
ideas from anyone??
