No, I haven't heard of the directory but I do have an idea...and
it won't even cost you anything if I'm wrong! I have called the "Federal
Information Center" at 1-800-688-9889 when I need to be pointed in the
right direction, and not get in a phone loop. The Center has information
specialists who can refer you to the proper agency, person, etc. Maybe
they can do for you what the directory seems to do.
