Adv. Op. from Advisory Comm. on Judicial Activities

This is apparently a committee of the Judicial Conference of the United
States, and I assume that an Adv. Op. is an advisory opinion. Does anyone
know where these are published? Wexis does not, and the one I seek (Op.
No. 40, Jan. 10, 1975) is much too early to be on the net.
