I need a copy of Panamanian water law # 35 of October 22, 1966, and law # 12 of January 1st, 1973. I've tried the 'Net and can't find a site the laws of Panama (English or Spanish). I can find the constitution, but not the laws. If someone can point me to a source for this material, I'd appreciate it. TIA!
