I can't figure this one out:

"Federal Communication Commission 1975. 'Federal Communication
Commission Rules and Regulations', Vol.II Part 15, 47 LFR Ch. 1 (10/1/88
edition)"

At first I thought "LFR" was a typo for "CFR"

But my subject matter does not exactly match anything in 47 CFR 15.1 et
seq. (47 CFR Ch. I (10-1-97 edition)

47 CFR Part 15 deals with Radio Frequency Devices

My "LFR" citation deals with the design of 115-kV transmission lines to
minimize levels of corona during foul weather which interferes with
normal TV reception.
