Stats on IRS "offers in compromise"

I'm hoping someone else has worked on this before, and could save me
from a "wild goose chase" or two.

One of my attorneys wants to find statistics on the acceptance/rejection
rate of IRS "offers in compromise" by different IRS Districts. He
believes our District has a low acceptance rate in comparison to other
Districts around the country. He recalls (rather vaguely) seeing these
statistics before somewhere in print. I have searched the Internet,
Stat Abstract, Tax Management Portfolios, and CCH Standard Federal Tax
Reports. He would rather not have me go online.

Anyone know where these stats might be published? TIA.
