Tax Tables for Prior Years

I was asked to find federal tax tables for the years 1970-1986. A government
document called "Tax Rates and Tables for Prior Years" contained tax tables
back to 1962. However, in this source, there were no tables for 1973 and 1974
and no explanation as to why not?

Does anyone with some tax history knowledge know why there would be no tables
for those years?
