One way to determine replacement value is the cost to purchase used sets
(print copies). Here is one dealer I've dealt with, I'm sure they'd be willing
to give you some prices :

You might try contacting the CD-ROM and microfiche publishers to see if
they offer replacement price breaks to current subscribers.
Just warn your dean that these prices will change as publishers add
volumes and the title formats mix changes.
