A faculty member has asked me for the following:
"1. Find the legislative history of the Oregon Death with Dignity Act,
as well as a copy of the Act, its preamble (if there is one) and
official comment. Please highlight anywhere there is mention of the
terms "dignity" or "autonomy.""
I've found Measure 16 (1994) and its codified form, Or. Rev. Stat.
127.800 et seq. Measure 16 did not have a preamble. The codified
version, which we have in the Oregon Revised Statutes Annotated does
not have an official comment.
What I'm left with is a search for a "legislative history" on an
initiative. Does anyone reading this happen to know whether Oregon
has the equivalent of the voter reading material provided to
California voters? Were the Oregon voters provided with "official"
background reading before the 1994 vote or the 1997 repeal vote?
I'd be grateful for any insights. I've looked on Westlaw, Lexis and
the Web for statutory, legislative history, and reading matter, but
have found no reference to voter information or legislative
statements. I'd be grateful for any assistance.
