Immigration - Targeted Employment Areas

I sent this last week, but never saw it in my digest, so I think it did
not go through...

I am trying to track down a list of "targeted employment areas".
These rural or urban areas have unemployment rates of 150% of
the national average rate. The list of "targeted employment areas"
is used by the Immigration and Naturalization Service to allocate
up to 3000 "millionaire" visas each year (if an alien invests
$1,000,000 in a TEA, then s/he can get a green card.)

I have tried to find the TEA's on the Web, entering the term into
various search engines. I have also searched the Bureau of
Labor Statistics home page, the Department of Labor's home
page, and the INS' home page. I have also tried to find a list of
the TEA's on Lexis/Nexis, searching the NEWS and LEGNEW
libraries, along with the FEDREG file. I have spoken to multiple
people at the Department of Labor (who admit to preparing the list,
but who say that they do not retain any copy of it) and at INS (both
the public affairs division (which supposedly receives the DoL
statistics but has never heard of TEA's before) and the statistics
division (which says that the public affairs office should have it.))

Does anyone out there have this list or a suggestion of other
places that I can look for it?
