      ** Secretary Cuomo Asks Employees to Support the CFC
                   ** New Buyout Period Begins

                 A Message from Secretary Cuomo

     Welcome back. I hope each of you enjoyed a wonderful
     Thanksgiving holiday with family and friends. This
     first week of December marks the beginning of the
     traditional year-end holiday season, a time of giving,
     sharing and celebration.

     This season also marks the last weeks of the Combined
     Federal Campaign (CFC), which offers Federal employees
     an effective way to help organizations across America
     that make our communities better places to live and
     work. I urge you to participate in the Campaign.

     The 1997 CFC Catalog of Caring you received recently
     from a volunteer keyworker in your office lists almost
     3,500 charitable entities eligible to receive employee
     contributions. Take a few moments to go through the
     catalog. In it, you will see organizations working
     hard on issues important to you -- organizations that
     will be able to continue and expand their efforts
     thanks to the generosity of HUD employees and our
     colleagues in the Federal government.

     Through your giving, you help people in need in your
     community and throughout the world. In the spirit of
     this holiday season, please consider giving generously
     to the CFC.

The final round of buyouts for 1997 opened November 24 and lasts
until December 23.

     For more information on these buyouts, click on the
     word "Buyouts" on the right side of HUDweb's Home Page.
     That will take you to a memorandum announcing the
     buyout from Deputy Secretary Dwight Robinson. For
     detailed terms of the buyout -- including who is
     eligible, how to apply, and access to an application
     form -- click on the highlighted words "attached
     document" in the Deputy Secretary's memo.

     Information on the buyout also may be obtained from
     employees' administrative and human resources offices.
