Alexander Hamilton's Quotations

Dear Lawlibbers,

One law professor is looking for sources of two quotes by Alexander
Hamilton.

"Are we willing to endure the inconsistency of passing a bill of rights,
and committing a direct violation of it in the same session?"

"I hold it to be a maxim which ought to be sacred in our form of
government, that no man ought to be deprived of any right or privilege
which he enjoys under the Constituion, but for some offense provided in
due course of law."

I checked several quotations sources, including Bartlett's Stevenson's,
CIS's, and WEXIS's quotation databases, but could not find the source. The
professor is very sure that the two quotes are not from the Federalist
Papers.

Any ideas about where else I should check?
