I am in favor of keeping the list open.
We all have the option of responding or not to reference questions,
regardless of source. Given some of the the very peripheral issues
(famous apes, whether Themus needs a blindfold, etc) it seems wrong to
deny access to the public for reference purposes. Making them subscribe
to the list would only force them to wade through all of the messages
they aren't interested in, which seems to be the nature of the
complaints from within.
