As far as I can determine, there is not one publisher of all state jury
instructions.
A number of years ago, I co-authored two bibliographies of state jury
instructions:
"Jury Instructions: A Bibliography. Part II: Criminal Jury In-structions,"
6 Legal Reference Services Quarterly 3-32 (Fall/ Winter 1986).
"Jury Instructions: A Bibliography. Part I: Civil Jury Instructions," 6
Legal Reference Services Quarterly 5-32 (Spring/Summer 1986).
While new editions of many jury instruction compilations have been issued,
the variety of publishers represented in these bibliographies are, for the
most part, still found today: commercial publishers (including West), bar
associations, and court or court associations.
You can also find many, but not all of them, listed in
Doyle, Francis R. Searching the law, the states : a selective bibliography of
state practice materials in the 50 states.
