Can anyone fax me a copy of Protocol IV (1995) Protocol on Blinding
Laser Weapons - signed October 13 or 15, 1995 in Geneva - it is from the
Review Conference of the 1980 U.N. Convention on Certain Conventional
Weapons, held in Geneva in Sept-Oct 1995. I have found a refernce to it
through UNDOC: CCW?CONF. I/4, annex. So near and yet so far...our
University Library has things about it, but not the actual Protocol.
