If they take their initial file off of the server for some reason (like
I had to do the other day), that is the message that you get. It
means that their initial index file is not available.

Has anyone had problems with the SEC Homepage. I
download the SEC
Digest each day and yesterday and today I got the following
message when
I tried to access the page: "FORBIDDEN - You don't have
permission to
access/on this server."
I have to call them on another matter, but can't be sure I will
be able
to get an answer.

I just checked--no problems here. I was even going through
our firewall.
Maybe the SEC was updating something.
