24 CFR 109 - where is it?

I am trying to find 24 CFR Part 109 - Fair Housing
Advertising for an attorney. Through a few steps, I can
normally find CFR sites; however, I am at a loss for this
one.

24 CFR Part 109 is in the 1995 but not the 1996 edition.
According to 61 FR 14380, it was removed. However, at 24 CFR
100.75 of the current 1996 edition, Part 109 is mentioned yet
Part 109 is NOT in the book!!!

I have throroughly checked the LSAs and can not find any
reference to the reinstatement of Part 109. Can anyone shed
some light on this mystery for me??!!!
