Please help!
I am trying to find out if Article 16, Section 1, regarding "the power of taxation", was part of the NY State Constitution of 1894. The article is included in the 1938 Constitution, but I would like to know if the provision appeared before that date. I've already checked local libraries, WL and the NYS Assembly Web Page. I will really appreciate if someone can give me the information, and if possible, fax any pages.
