The United States Customs Service publishes Headquarters
Ruling Letters. Electronic sources for this information do not
go back far enough for our need, and the ustreas.gov site is
not responding.
If you have HRL 731546 dated Oct. 27, 1988 and HRL
726711 dated Oct. 22, 1984, I will pay for the fax charges for
the full text of the documents. On Westlaw the cites are HQ
instead of HRL. Hope that helps.
A second item is evading our search. The Harmonized Tariff
Schedule of the United States has what is referred to as an
"Additional Note 4". Any help on these items would be
greatly appreciated.
