Need West Point Commission Report

One of my attorneys would like a copy of the Honor Commission report from
May or June of 1990 (I think, may have been 1989). This was a 12 member
committee formed to review and recommend changes to the West Point Honor
Code. I checked the Federal Register and only found a reference to a Board
of Visitors meeting wherein there would be and "update". Any ideas where I
can find the full report?
