Guam has a statute, Title 5 Guam Code Anno. Section 80123 which provides for
confidentiality of library as follows:
" A library or library system operated with public monies shall not allow
disclosure of any record or other information, written or oral, which
identifies a user of library services as requesting or obtaining specific
materials or services or as otherwise using the library."
Information will only be disclosed by court order and
"Any person who knowingly discloses any record or other information in
violation of this section is guilty of a Petty Misdemeanor.
This policy tracks the Confidentially policy of the ALA Council adopted
1/20/71 (ISBN 8389-608--0). The Guam Code Annotated in available at
http://law.house.gov/90.html.
Since Guam is not that progressive, I'm sure other jurisdictions must have
similar laws. A few years back, Guam passed an criminal abortion statute
which was quickly struck down by the District Court and the 9th Circuit.
