I am looking for an old executive (presidential) order issued by President
Abraham Lincoln in @1863. This was issued to or @ a General(?) named Lieber
or Liebner and concerned the use of agressive force or taking the law into
your own hands? The EO is #100(?). They may not have had eo's back then,
but someone suggested they could have gone back and renumbered some of the
orders he issued.
I am sorry I do not have more information, but a pro-se patron wants this,
and I do not have CALR or any old documents and the federal depositories here
in Abilene have not been able to find it, probably because some of this
information is incorrect or incomplete.
I would appreciate any help you could give me on this? There may be some
Civil War buffs who know about it or something similar to it. If you do have
it could you e-mail me so I can arrange to get a copy from you.
