As a rule of thumb, anytime I am looking for a multi-state survey on any
subject, I will always start with "Current Law Index" or "Index to Legal
Periodicals", subject indices. I find this a simple, effective, quick and
cost efficiant way to start this kind of research.

Given your subject on FOIA, a quick look yielded a survey: "Summary of state
law on electronic access. 18 News Media & the Law S9-28, Fall '94.

While this might not be exactly what you need, it is anexample of a good
resource.
