EDGAR SEC filings

     An attorney told me that as of January 1997 all SEC filing companies
     had to be EDGAR filers. But just the other day I was looking for a
     filing for a NASDAQ company and it wasn't on the SEC EDGAR website.
     Does anybody know what the timetable is for companies becoming EDGAR
     filers? And are there exceptions? TIA.
