Yahoo's People Search used to have this capability. They removed it
several weeks ago because of privacy concerns. To my knowledge, you
will have to use a commercial service like CDB Infotek, LEXIS, or the
paper reverse directory (it's national, but I forget the title --
someone on the list must know it!).
