I THINK at least part of your cite refers to a publication of Federal
Publications, Inc. Their address is 1120 20th St. NW Washington, DC
20036. We subscribed to GS (General Services) BCA Bid Protest Decisions
from 1985-1996. The title ceased publication effective 1/97.
Apparently Armed Services BCA matters are available on Lexis in either
MILTRY/ARMSER or PUBCON/ARMSER
