ABA citation/2000

What would be the ramifications if the U.S. federal courts waited
until Jan. 1, 2000 to implement the ABA citation format?

For legal researchers twenty or fifty years in the future,
would our waiting just a little bit be helpful to them?

Since 1/1/1998 is probably the earliest date the federal courts
could start, and 1/1/1999 a more realistic date, why not wait
just one more year and take advantage of the 1999/2000 change?
Or, use the time until 1/1/2000 as a transition period.

Even better, West I.P.G. could begin using the ABA citation
format for ALL of their regional & specialized reporters
starting on 1/1/2000. Each regional could start a new series
(i.e. N.E.3d, F.4th, etc.) to mark the transition.

If West/Thomson committed their resources & expertise to the
new format, it would improve legal research for everyone.

Just wondering.
