PLLs--Routing Procedure Questions

Currently we have a manual check-in system for journals, loose-leaf
reports, etc. After check-in, we route originals or copies of the tables of
contents to the attorneys. Attorneys request to be put on or off the
routing lists, so the lists are very individualized. The lists are in
WordPerfect files; we request changes and our Word Processing Dept.
makes them.

My boss (office manager) wonders if it would be possible to cut down
on the amount of time spent on copies and routing. At first he suggested
that we keep everything in the library and have people come here to
read, but I assured him that the first person down would scarf up the
issue and no one else would ever see it. Then he wondered about
scanning in tables of contents to e-mail to the users, letting them contact
the library if they needed more information. Any thoughts on this?
Copyright problems? Logistics? Other procedures you are using? Any
ideas would be welcome, and I'll summarize for the list if there is interest.
