Need help with NYC laws

I am trying to locate several sections of the New York City Human Rights
Law. I have tried Lexis, Westlaw, and several libraries in DC which own
McKinney's. The customer service rep at Lexis turned up a reference to
the Human Rights Law perhaps being contained the the New York City
Administrative Code (but I can't find anyone in DC with that code, either).

If there are any New York libraries that might have the following, it would
be greatly appreciated:

Sec. 8-102.18
Sec. 8-107.4
Sec. 8-107.15
