The Citizenship Act of 1924 naturalized all "Indians born within the territorial
limits of the United States." 43 Stat. 253. But as far as I know, there were
even earlier treaty and statutory provisions that, under various circumstances,
extended citizenship to Indians (e.g., 1861 Treaty with the Pottawatomies,
12 Stat. 1191). And I think some of the "allotment" laws provided for
citizenship for those
"selling" their land holdings (of reservations). The casebooks (e.g. Getches')
address this.
