On Jan 24 Frank Drake posted a message to this list describing how the
price of Federal Supplements (and F3d) has increased.
Two of us here in Baltimore were poring over our West invoices and
packing slips and note that the price of the F3d has not increased. What
has increased is the cost of "shipping & handling", which went up $1.50,
from $3.25 to $4.75.
However, there is an additional 25 cent impact attached to this.
West changed the box at the bottom of the packing slip that used to read
"Transportation" (as recently as 12/96) to read "Shipping and Handling".
We consulted a tax counsel familiar with Maryland law who reports that
Maryland cannot charge sales tax on "transportation" or "shipping", but
when the word "handling" is placed in the box, now can tax the whole
amount. Thus we have to pay an additional 25 cents because of this change.
I can see West raising their own take by raising our shipping charges,
but I am not happy that they have enriched the State of Maryland at our
expense by the simple inclusion of one word in the printing on the form.
I sure hope Louis Goldstein, our beloved state comptroller, is getting
the quarter.
