Thanks to the twenty or so people who contacted me by e-mail, phone or FAX
to tell me that HR 4126 was incorporated into HR 4236 and signed by the
President on Nov. 12, 1996, becoming PL 104-333. I gave it to the Chief
Counsel (with proper attribution to the twenty) who was suitably impressed
and grateful.
