The Chief Counsel in my office gave me a citation to H.R. 4126, dated
Sept. 19, 1996 and told me the President had signed it into law that same
day. She wants the Public Law citation (if any). I checked THOMAS,
GPO-Access, the billcast and US-PL databases on WESTLAW as well as USCCAN
and I'm stumped. Can anyone give me a PL cite or explain why one is not
available? I'd appreciate the help.
