The attached may be of interest to those, both within and outside of Quebec,
who are concerned about the question of access to government legal=
information.

MONTREAL, 10 January 1997. - On 15 November 1996, the Montreal
Association of Law Libraries (MALL) submitted to the Minister of Justice,
the Hon. Paul B=E9gin, a brief responding to the concerns of the legal
community regarding problems associated with the dissemination of Quebec
legal information. The Association is of the view that the Quebec
government must act rapidly in order to improve access to its legal
documentation both by the legal community and by those subject to the law.
The Minister will shortly be presenting in the National Assembly of
Quebec
a bill aiming to expand the mandate of the Soci=E9t=E9 qu=E9b=E9coise=
d'information
juridique (SOQUIJ), a Crown corporation under the aegis of the Minister of
Justice.
This bill follows the report of the Committee on SOQUIJ, entrusted
by
the
Minister of Justice with the task of reviewing the role of SOQUIJ. The
Committee's final report, made public in March 1996, includes several
recommendations aimed at increasing centralization of the processing of
legal information in Quebec, as well as enhancing its commercialization.
For its part, the Barreau du Qu=E9bec also submitted a brief to the=
Minister
of Justice, in January 1996, recommending that he take a broader approach by
reviewing in depth the entire process of dissemination of legal information
produced by his Ministry, rather than simply limiting the review to a
re-evaluation of SOQUIJ's mission.
MALL's brief goes even further, proposing that it is the
responsibility of
the Executive Council to adopt a global policy on legal information which
will allow Quebec citizens easy and rapid access to the diverse sources of
government information. Besides the sources of case law and legislation,
there are a variety of services within the government producing "legal"
information, which do not fall under the jurisdiction of the Minister of
Justice.

rapport final rendu public en mars 1996 comporte plusieurs recommandations
qui visent =E0 centraliser davantage le traitement de l'information=
juridique
au Qu=E9bec et =E0 en accro=EEtre sa commercialisation.
Le Barreau du Qu=E9bec pr=E9senta =E9galement un m=E9moire au
ministre de=
la
Justice en janvier 1996 invitant ce dernier =E0 prendre une approche plus
globale et =E0 revoir en profondeur le processus de diffusion de=
l'information
juridique produite par le minist=E8re de la Justice et =E0 ne pas se limiter
qu'=E0 r=E9=E9valuer la mission de SOQUIJ.
L'ABDM, dans son m=E9moire, sugg=E8re plut=F4t qu'il est du ressort
du=
Conseil
ex=E9cutif d'adopter une politique nationale sur l'information juridique qui
permettrait aux citoyens qu=E9b=E9cois d'avoir un acc=E8s facile et rapide=
aux
diverses sources d'information gouvernementale. Outre la jurisprudence et la
l=E9gislation, il existe au sein de l'appareil gouvernemental de nombreux
services producteurs d'information =E0 caract=E8re juridique qui ne sont pas
sous la juridiction du minist=E8re de la Justice.
