We run into the same problem (most of us do I bet).
I recently called our super CIS rep and asked her who in the area (200
mile radius) had the CIS bills and resolutions fiche set for the Congresses
we needed (we're going to buy them after our renovations, so I didn't
feel too bad about asking!). I've also called the University of Oklahoma
library (I have phone numbers but not near me now - let me know and I'll
dig them up), who have not only fiche bills way back but paper too.
