CCH Unsolicited Material

We at the Coudert Brothers' library are very upset with CCH's recent mailing of
unsolicited material. In January, each tax attorney received an unsolicited
copy of CCH's "Joint Committee on Taxation's General Explanation of Tax
Legislation Enacted in the 104th Congress," with a folded piece of paper
tucked inside the book that turned out, upon close inspection, to be a bill
for $29.95, plus shipping, handling and tax. We would like to share with
you our letter in response to what we consider CCH's deceptive mailing policy.

                Re: Unsolicited Material Sent by CCH

Dear Mr. Landoe:

        This letter is to let you know that we did not appreciate your
unsolicited shipment of the pamphlet "Joint Committee on Taxation's General
Explanation of Tax Legislation Enacted in the 104th Congress" to each
subscriber to "Standard Federal Tax Reporter."

        This action on the part of CCH is disturbing for several reasons.
First, the material is available from the USGPO for $18 rather than your $29.95,
plus shipping and handling. Second, even if we were to utilize your return
labels, we would still need to spend time and materials to return the unwanted
books. In addition, many of our tax lawyers think that the book is free, based
on their prior experience with "CCH Standard Federal Tax Extra Editions,"
certainly failing to notice the accompanying explanatory material and return
label. They would then later be faced with unexpected charges.

        In the future, please arrange NOT to send unsolicited material to
Coudert Brothers. Since we may not be able to recover all of the books sent,
and in keeping with Title 39 of the "United States Code Annotated," section
3009 regarding unsolicited material sent through the mail, we will regard
these books as COMPLIMENTARY. I have attached a copy of code section 3009
for your convenience.
