Would anyone have a copy of the rules and bylaws of the Depository Trust Company, a huge "securities custodian"?

We need a copy ASAP. DTC is closed today for the holiday, and I cannot seem to connect to their web site. Also cannot find a library in my area that has this publication. It appears to be an annual publication.

If someone would be willing to loan a copy for a few days, call me for my FedEx account number. Or if they aren't terribly long, a fax copy of their membership eligibility requirements, and conversely, how one becomes ineligible, would be most helpful. TIA.
