NEW JERSEY LIBRARIANS -- SALE OF LOCAL PROPERTY TAX LIENS

 In 1993, the city of Jersey City became the first local government to
sell its tax liens. I am trying to acquire a copy of the special
legislation that made this possible and any subsequent regulations
relating to the procedure (especially, those allowing sale at a discount).
