Ref Q: Federal Statutes requiring state courts to exempt from fees

We sometimes get requests from some federal entity, asking us to provide
certified copies of some court record, and claiming to be exempt from any
fees. We often ask for statutory authority, but don't get it. One
example, tho, is the Immigration Act of 1990, which requires states to
have a plan to provide certified copies of any conviction of an alien for
a crime to the INS.

I have tried to find other federal statutes which impose such
requirements, but I could not come up with a strategy for an electronic
search that worked, and couldn't get anywhere in the paper index. Any
ideas? Or does some compilation of this information already exist?
