John, Was this question inappropriate? It seems like the individual was
looking for "...some facts to reassure our director?" The information
was to be used by the _Ozarks Regional Information Network_ which
although it does not sound like a law library, it does sound like a
library. While I can not help with the question, I do not think
answering it would necessarily be practicing law. _If_ I had some case
names or treatise to recommend I would not hesitate in doing so. My two
