source for foreign addresses

Hello everyone. I am in search of a source (book, database, person,
agency, cd-rom, service, organization, etc.) that might lead me to a
person's residential address in a foreign country, specifically Thailand.
I've tried the services we have that contain addresses such as Lexis, CDB
Infotek, www.switchboard, and the like, but my suspicion that they're all
for US addresses was confirmed.

My subject is a US citizen who we believe has married a Thai citizen or
resident, and has been living in Thailand for probably the last six
months or so. Consequently, this may be looking for a needle in a haystack.

I don't know anything about living abroad myself (sigh!), but is there
any requirement or custom or something of registering with the American
Embassy in the country you're living in? Or some other agency that would
keep track of expatriate Americans?

Any help or leads on this would be truly appreciated.
